In Canada, all issues about driving licenses are handled by the Provinces and the Territories, which each have separate legislation. It is highly recommended to check their websites. 

Under bilateral agreements, the Belgian driving license is recognized in seven Canadian provinces, namely: Alberta, British Columbia, New Brunswick, Nova Scotia, Ontario, Quebec and Saskatchewan. The Belgian license is also recognized in Prince Edward Island (see links below). 

Furthermore, no Belgian consulate or embassy can issue a certificate regarding possession of a Belgian driving license. If such a certificate proves necessary in your procedures in Canada, you are asked to contact the Belgian municipality (‘gemeente’ / ‘commune’) where you have been registered last.
